Don Dunphy (d. 2015)
A 58-year-old injured worker from Mitchells Brook whose 2015 death became one of the most closely examined moments in modern Newfoundland policing.
Don Dunphy, 58, an injured worker who lived in Mitchells Brook on St. Mary's Bay, was shot and killed in his home by RNC Const. Joe Smyth on 5 April 2015 - Easter Sunday. Smyth, part of the premier's security detail, had gone alone to check on social-media posts and said he fired four times in self-defence after Dunphy pointed a rifle; he was the only witness, and no charges were laid. A public Commission of Inquiry under Justice Leo Barry delivered its report, Promoting Public Trust, on 27 June 2017, concluding Smyth used appropriate force in self-defence despite errors in judgment, and criticizing the RCMP for being too quick to accept his account. Dunphy's daughter Meghan pursued a civil action against Smyth, the RNC and the province. The case remains a serious touchstone in Newfoundland public memory - a separate, real person with no connection to any fictional comedy persona.
